Often nodes that have been removed from Arcserve UDP Console remain in the License Management screen as "Unlicensed" nodes. It is not possible to clean them up from the UDP Console itself.
The fix is to use SQL Server Management Studio (which will need to be downloaded & installed).
Using SQL Server Management Studio, connect to the Arcserve UDP Database & execute the following query:
delete from as_edge_license_needed
